No. Paid titles sit in a licence pool: a licence is handed out when a player launches the game and returns when they finish, so you buy for concurrent players rather than for seats.
What does it take to go diskless?
A CCBoot server and a network the machines can boot over. The wiki requirements page lists the hardware, and support will size the server against your seat count.
