To enable refunds for a brief period even after the offer has been used, please follow this guide.
The admin can specify the offer to be refundable even after it has been used for a particular amount of time set (Figure 1).

After setting the value to 5, the offer cannot be refunded any longer if the client uses it for more than 5 minutes.
